The state of Louisiana is urging residents evacuated because of Hurricane Gustav to wait until they get the all-clear from their mayors or parish leaders before returning home.
A break in the rain does not necessarily equate to an area being safe to return to, officials said.
One concern officials have is the danger posed by downed power lines and trees, debris, standing flood water and even the availability of gas and openness of roadways in south Louisiana communities affected by Gustav.
Parishes must complete preliminary disaster assessments before reopening to residents to ensure citizens' safety, the state said.
Those trying to come back ahead of their local all-clear run the risk of being stopped by police and barred from entering.
