Dust-up over travel continues between mayor and council

Three members of the Shreveport City Council have sent a letter to Mayor Cedric Glover, asking him to take away a top aide's city credit card for violation of policies governing its use.

The letter comes amid an increasingly testy situation involving the mayor and members of the council who are trying to find out how much Glover spends on travel.

Councilmen Joe Shyne, Monty Walford and Bryan Wooley said in the letter to Glover that mayoral assistant Rick Seaton ignored policies regarding use of the card for city business and travel policy.

The councilmen said Seaton -- who often travels with the mayor and also charges much of Glover's travel costs to his city credit card -- has exceeded pre-set monthly and per-transaction spending limits; used it to buy personal items; has not always submitted receipts to reconcile with the credit card statement; and has not always submitted expense reports within 10 days as required by city travel policy.

"Violations of these policies reflect badly on the entire city," the letter said. "...If we ignore the violation of these rules and agreements and do nothing, we will erode the support and confidence of the citizens of Shreveport."

Glover, who has been sparring with members of the City Council because he would not submit itemized expense reports for some of his travels, was enroute back to Shreveport this afternoon from a trip to Washington, D.C. He planned to talk with Walford and then issue a statement. Glover's office said they can account for every expenditure on Seaton's credit card.

Walford has been pushing Glover for details about what he and aides have been spending on travel. The mayor's office -- with Glover and Seaton the major travelers -- has spent approximately $70,000 for travel this year. It was budgeted $23,000.

Glover said they've done nothing wrong and the $70,000 spent so far this year on things like airline tickets, hotels and ground transportation was essential business. He submitted expense reports after a testy exchange with Walford at last week's council meeting.
